its just regimental regalia
A couple of US brigades in the army and the marines has the skull and bones on theirs. It probably goes back to the British 17th Lancer/Light Brigades in the 19th century (ever heard of the charge of the light brigade?)
In the German WW2 army only the SS units wore the skull and bones. That goes back to the the Prussian Hussars in the 19th or 18th century.
Other units in other countries also use it.

all sorts of trend groups wear them whether they are "hard boiled manson cultists"or not.in some instances really skinny gormless people dress up like hell-bikers trying to assume the strength of that image.

Yeah that stuff is kinda creepy. There are heaps of baby clothes at Faster Pussycat with all sorts of gothic/rockabilly/punk-ish themes and slogans.
